Understand Planning Professionals

In academia, too little attention is given to the messy everyday reality that planning professionals who work in cities, neighborhoods and communities face. Without a thorough analysis of their concerns, limitations and agency to deal differently with this reality, an important piece of the puzzle for the necessary spatial transformation of the Netherlands is missing. This claim was laid forward in my inaugural lecture as Professor by Special Appointment on Local Urban Planning Professionals on 17 April 2025 in the Aula of the University of Amsterdam.

These professionals operate in a context full of socio-spatial contradictions regarding equality, sustainability, public participation and solidarity. Within this context a major challenge for them in the coming decades is to shape a program of ecological urban development and spatial densification. This requires both skillful operations in a complex external world and in a hybrid internal world of large institutions such as municipalities, housing corporations and utility companies.

The tension between imagination – a contagious future perspective that gets parties moving – and execution – a supported, affordable, and feasible plan – is crucial. These two desires can both complement and oppose each other. Imagination requires openness, creativity, and context specificity. Execution requires assurance, anchoring, and political, financial and legal certainty. Local planning professionals play an essential role in the relationship between the two. We outline a research agenda that, through ethnographic methods, closely examines how they navigate in such complex contexts. At the same time, a sharp eye is necessary for the results of their interventions: is a sustainable contribution made to that future better city?
