After decades of deregulation and market-oriented reforms, government interventions, industrial policies, and justice-oriented policies are gaining prominence. The European Commission’s Just Transition Mechanism (JTM) exemplifies justice-oriented planning.
As the PI of the Horizon Europe project BOLSTER, I analyze the misalignment between the European Commission’s grammar of justice and its materialization in various spaces. The JTM reshapes spatial governance through the reordering of territories (just transition regions), places (funded projects), and networks (beneficiaries). However, this reconfiguration often fails to address justice from the perspective of those most affected by the climate transition. Rather than ‘leaving no one behind,’ it tends to reproduce existing patterns of capital accumulation and inequality.
Additionally, as the PI of the Dutch Starter Grant project The Rise of the Climate State, I investigate the legal frameworks and governance networks underlying the Japanese GX Strategy, the American Inflation Reduction Act, the Korean Green Deal, and the European Green Deal.
